Special Needs Scholarship Amendments
Description
PFPS Summary: Utah's HB0332 would create a new voucher program (the "Special Needs Opportunity Scholarship Program"). The program provides 100 percent tax credits for donations made to nonprofit organizations administering vouchers. Any Utah resident in public school is eligible for a voucher if the resident has an IEP, an individualized family service plan, or is determined to be eligible for services under the Individuals with Disabilities Education Act. For 2021, donations would be capped at $6 million and would increase by 10 percent per year if 90 percent of the cap is used.
