Relating to the Hope Scholarship Program
Description
PFPS Summary: HB2013 establishes a new ESA voucher program. Any student enrolled in public school or entering kindergarten is eligible, with the public school enrollment requirement ending in 2026. The ESA amount is 100% of state per-pupil funding, which the state Department of Education must transfer to the state Treasurer for administration. Qualifying expenses that can be paid with the voucher include services provided by a public school district, private school tuition and fees, tutoring services, fees for standardized tests, non-public online learning programs, alternative education programs, fees for after-school or summer education programs, curriculum, therapy services, and transportation fees. The bill establishes a board to administer the voucher program. The bill requires parents to be notified that use of the ESA voucher for a student with a disability constitutes a parental placement under the Individuals with Disabilities Education Act.
