Title
Relating to the Alabama Accountability Act of 2013
Description
PFPS Summary: AL SB263 increases the state's existing tax credit voucher amount to $10,000 per student and increases the cumulative amount of tax credits issued to $40 million annually. Further, if the cumulative amount of tax credits issued exceeds 90 percent of the set cap for three out of four consecutive years, there will be an automatic increase of $10 million until the cumulative amount reaches $60 million. The bill also expands eligibility to students whose family income does not exceed 250 percent of the federal poverty level (with recipients remaining eligible unless their family's annual income exceeds 350 percent of the federal poverty level) and to students with disabilities(regardless of the academic performance of the student's resident school district, upon which other students' eligibility is conditioned). Additionally, the bill renames "failing schools" as "priority schools" and alters their definition to a K-12 school that either (1) is designated as such by the State Superintendent of Education or (2) does not exclusively serve a special population of students and received a "D" or "F" on the most recent state report card.
