Regards student degree completion and general ed requirements

Description

PFPS Summary: Ohio's HB9 would change the eligibility requirements for first-time voucher recipients for Ohio's EdChoice voucher program such that only a student whose resident school receives an overall "F" or, in some circumstances, "D" grade on its report card would be eligible for the program. HB9 would also increase the threshold for income-based EdChoice vouchers from 200% to 300% of the federal poverty guidelines. Additionally, HB9 would appropriate an additional $30 million in FY 2020 to reimburse school districts for deductions of state foundation aid for EdChoice vouchers.
