Description

PFPS Summary: Florida's H7067 would, among other things, revise Florida's Gardiner Scholarship Program, Family Empowerment Scholarship Program, and Florida Tax Credit Program. For the Gardiner voucher, the bill would slightly expand the current age requirement to allow students to enroll in the program as soon as they turn three years old, and would also make any student who receives any other educational voucher ineligible for the program. For the Family Empowerment voucher, the bill would require that priority be given to eligible students who received the Family Empowerment voucher the previous year and new applicants who are dependents of a member of the U.S. Armed Forces. Beginning in the 2020-2021 school year, the bill would require that the maximum number of students participating in the Family Empowerment voucher program increase by 1% of total public school enrollment (compared with 0.25% under current law). It would also increase the income threshold by 25% each year in which not all available vouchers were used. The bill would also require participating nonprofit scholarship-funding organizations to submit a verified list of students and their related income documentation to the state Department of Education to enable the department to determine student eligibility. For the Florida Tax Credit Program, the bill would expand eligibility to students whose household income does not exceed 260% of the federal poverty level (the current threshold is 185%).
