Establishing the Lifeline Scholarship Program.

Description

PFPS Summary: HB2169 establishes a new ESA voucher program. Students are eligible if they live in the attendance boundary of a low-achieving school, as defined in the bill, and meet one of the following criteria: attended a Pennsylvania public school in the prior year, are entering first grade for the first time, received a voucher under the program in the prior year, are in foster care or recently adopted, or are children of full-time active duty military personnel. Vouchers can be used for expenses including private school tuition and fees, distance learning tutoring, standardized tests, curricula, hardware, and other educational expenses. For students without disabilities, the amount of the voucher equals the total state revenue received by all school districts minus total state transportation subsidies divided by the average daily membership of all districts. For students with disabilities, the voucher amount is calculated by multiplying that figure by the relevant category weight multiplier for special education.
