Title
Establishes the "Missouri Empowerment Scholarship Accounts Program."
Description
PFPS Summary: Beginning in 2021, Missouri's HB1733 would provide up to $50 million/year in tax credits for donations by individual taxpayers to educational assistance organizations (EAOs). EAOs are tax-exempt organizations that provide vouchers to qualified students to be used for, among other things, tuition and expenses at qualified schools, including charter, home, private, and private virtual schools. Voucher schools would not be required to alter their "creed, practices, admissions policy, or curriculum" to participate in the program. Vouchers would be available to any elementary or secondary school student who resides in Missouri in a city with at least 30,000 people or a county with a charter form of government. EAOs could use 10% of contributions for marketing/administrative expenses and would be required to report certain financial information. Beginning in the 2022-23 school year, EAOs would be subject to annual audits to ensure compliance with program requirements, including use of funds.
