Description
PFPS Summary: SC S0039 establishes the "Education Scholarship Trust Fund," an education savings account program that provides $6,000 vouchers to students to be used for private school tuition, other private education expenses, and virtual learning beginning in 2024-25. A student is eligible for a voucher in 2024-25 if they previously attended a public school in the state and has a household income below 200% of the federal poverty line. The income requirement expands to 300% of the federal poverty line in 2025-26 and to 400% of the federal poverty line in 2026-27. Students are not eligible for the program if they have already accepted a voucher under the Educational Credit for Exceptional Needs voucher program. The number of available vouchers is capped at 5,000 in 2024-25; ten thousand in 2025-26; and 15,000 in 2026-27. The South Carolina Department of Education is required to conduct a review of the program and make recommendations to the General Assembly every 5 years.
