Description
PFPS Summary: South Carolina Senate Bill 935 establishes a new education savings account (ESA) program. Any student who is a resident of South Carolina and either attended a South Carolina public school in the prior school year, received the voucher in the prior school year, or is entering Kindergarten, and is either eligible for Medicaid, has an IEP, or is the sibling of a student receiving this ESA voucher, is eligible to receive the ESA voucher. Vouchers can be used for private school tuition and other educational expenses. Voucher recipients must participate in state and nationally norm-referenced assessments to measure academic progress. The program is capped at 5,000 students in its first year, 10,000 students in its second year, and 15,000 students thereafter. Each voucher is $6,000, with the amount adjusted each year to reflect the percentage increase in the state per-pupil funding amount. Schools and other entities receiving voucher fund may not discriminate on the basis of race, religion, or national origin.
