Description
PFPS Summary: SB989 requires the Department of Public Instruction to administer three of Wisconsin’s voucher programs (the Milwaukee Parental Choice Program, the Racine Parental Choice Program, and the Wisconsin Parental Choice Program) as a single program to be known as the Private School Choice Program beginning in the 2026-27 school year. The bill does not change the existing pupil eligibility requirements for each program. It does make several other changes, including: if a participating private school offers virtual instruction, it must ensure that a teacher is responsible for the virtual instruction and pupil learning; a participating private school must have a physical location in the state; individuals holding a substitute teaching permit may teach at a participating private school; and changes to the financial audit that participating private schools must submit to the Department. The bill also makes changes to the Special Needs Voucher Program, including many of the changes that apply to the Private School Choice Program; a requirement that participating private schools be accredited (with certain exceptions); and a requirement that participating private schools allow students to opt out of religious activity.
