Title
AN ACT to amend Tennessee Code Annotated, Title 4, Chapter 49; Title 8 and Title 49, relative to the Education Freedom Act of 2025.
Description
PFPS Summary: TN HB6004 establishes a new ESA voucher program providing a voucher worth 100% of the base school funding formula, paid for out of the state general fund. In the 2025-2026 school year, the program is capped at 20,000 vouchers. 10,000 of these vouchers are set aside for students who (1) meet an income eligibility threshold of 300% of the free- or reduced-price lunch income requirement, (2) meet the income and school performance eligibility criteria of the existing voucher "pilot" program, or (3) has a disability as defined by the state's Individualized Education Act. The other 10,000 vouchers are available regardless of these criteria. Priority is given to existing voucher students, students meeting certain income thresholds, and students enrolled in public school. Starting in the 2026-2027 school year, if the number of voucher applications exceeds 75% of the number of scholarships available, 5,000 more vouchers may be made available subject to available funds.
