An act relating to ensuring compliance with the U.S. and Vermont Constitutions in the use of public funds for tuition
Description
PFPS Summary: S219 modifies Vermont's town tuition program, which allows towns that do not have their own public schools to pay tuition for their students at other public schools and approved independent schools. The bill requires approved independent schools receiving public tuition to adopt and implement policies and procedures to comply with all federal and state antidiscrimination laws applicable to public schools. An independent school receiving public tuition must also enroll any student with an IEP who is placed in that school as an appropriate placement and least restrictive environment. The bill also provides that a school district may pay public tuition to an approved independent school regardless of any religious affiliation, if the school or program has "adequate safeguards" to ensure none of that funding will be used to support religious instruction, worship, or propagation of religious views.
