Title
Amends existing law to establish the Strong Students Grant Program and the Strong Students Scholarship Program, which provide funds to eligible students for certain education expenses.
Description
PFPS Summary: H0294 creates a new ESA voucher program. A student is eligible for a voucher if they attended an Idaho public school for at least one hundred days in the immediately preceding school year and are eligible to enroll, but not enrolled, in an Idaho public school at the time of application for a voucher. The voucher amount is 90% of average per-pupil state funding in the prior fiscal year, and the funds can be used on a wide range of private education expenses. H0294 also establishes a “grant” program for public or private school students that provides $500 vouchers for private education expenses. The bill requires parents be notified that use of the ESA voucher for a student with a disability constitutes a parental placement under the Individuals with Disabilities Education Act. The bill also provides that if the law is challenged in state court on state or federal constitutional grounds, the parent of a student eligible for or participating in the program shall be permitted to intervene in the lawsuit for the purpose of defending the program. Finally, the bill declares that an emergency exists, and this act shall be in full force and effect on and after its passage and approval.
