Description

PFPS Summary: UT SB44 consolidates Utah's two voucher programs for students with disabilities. It also expands eligibility to include students in preschool and K-12 homeschooled students, and adds goods and services from a "qualifying provider" to the list of allowable voucher expenses. The bill amends how voucher amounts are calculated so that students whose family income is above 185% of the federal poverty level and who would have received an average of 180 minutes per day or more of special education services in a public school are eligible for the same size voucher as students with family income below that level, which is the weighted per pupil amount multiplied by 2.5. The bill also raises the amount by which the cap on tax credits for contributions to the program can increase each year.
